With Dropbox freshly installed on a new "Windows 10 in S-mode" laptop, I went online to my Dropbox account and made a file available offline. Then I disconnected from the Internet and reopened Dropbox, but did not see the file under Offline Files.
Is this a known problem? Can you please let me know if you're able to replicate this behavior with any file after rebooting the affected device?

Powered it up again. Made sure it was connected to the Internet Clicked the Start button in the lower left corner of the screen. Dropbox opened Navigated in my Dropbox directories to a row that showed the name of a file I wanted to make available offline which happens to be a Microsoft Word file.
The filename The size of the file — here, 32 kilobytes. I clicked the button with the 3 dots. Then, with the mouse pointer not hovering over the row, a small green and white icon was displayed just to the left of the size entry. I disconnected from the Internet. I shut down Dropbox by clicking the X in the upper right I reopened Dropbox from the Start menu, like above. I believe the above replicates what I had done just before I wrote the query you responded to.
However, today I also went on to do the following : In the vertical menu at the left, I selected Files, and navigated to the directory containing the one file I thought I had made available offline. Nor was there anything else I saw that distinguished that row from the other rows in the list.

So it looks like I had indeed succeeded in making the file available offline, and The Dropbox user interface, at least on this computer, does not make the offline status readily apparent.
